The measures that were taken and used by the Roman Empire to create cultural unity and strengthen the Empire was the division of the Roman empire in the Western and Eastern part.This enabled the Roman people to remain more unified with the areas where they felt closer to each other. It also enabled them to regain stability throughout the empire.
